The investigation uncovered that U.S. citizens were paid to marry foreign nationals to fraudulently obtain immigration benefits. Key coordinators in New York City arranged the fake marriages and filed false documents. One recruiter targeted women in Baltimore and other areas. Immigration benefits for those involved have been revoked, and further arrests are expected.
